1) The first step we will do is create a 400 width by 150 height blank white canvas.

2) The next thing we will do is start with the design portion of it to begin with. Open up a new canvas which is 5x5 on a blank background. Take the pencil tool and set it to one pixel. Begin making a dot in a slanted line like the picture below (this picture is zoomed in at 1600% to get precision).

3) Now go to Select>All, once that is done and you see a selection marquee around it, go to Edit>Define Pattern and name it to lines.
4) Now go back to the blank canvas. Select the gradient tool and use any two colors of your choice. I used black and a dark red. I used the gradient tool from top to bottom and here is what I got so far.

5) Now use a new layer and use the bucket or fill tool. Set it to pattern and fill in the pattern we made called ‘lines’.
6) Set this layer to linear dodge and it should blend in nicely.

7) Select the text tool and write whatever you wish in whatever font of your choice. Mess around with the layer styles and blending options to customize to your needs. This is what I got in the end.
